MATT LOW'S RESUME


Matt Low is an attorney and an engineer.

 

After working in Naval weapons programs for four years, he joined EPA in 1973 and helped develop the mobile source enforcement program, eventually heading the branch overseeing manufacturer enforcement programs relating to in-use compliance with emission standards and lead phase-down requirements. He successfully brought and tried a precedent-setting recall case that was upheld in the U.S. Court of Appeals for the District of Columbia.

 

From EPA, Mr. Low served as policy director for the National Commission on Air Quality, a legislative commission with a mandate to recommend revisions to the Clean Air Act. He was responsible for convening information groups and directing studies in five regions of the country – designed to allow an understanding of how the Clean Air Act’s provisions were being implemented and how they could be improved. These studies’ outcomes helped support the Commission’s recommendations, many of which have been implemented since their issuance in 1981.

 

After serving in private law practice for a few years, Mr. Low was part of a group of founders of TechLaw, a company established in 1983 to provide enforcement support services to EPA, primarily under Superfund and RCRA. In that capacity, Mr. Low helped EPA write some of the initial guidance documents on how to analyze hazardous waste sites and how to go about determining parties that may have been responsible for causing contamination. Mr. Low developed some of the earliest cost recovery and allocation packages relied on by EPA in its cost recovery actions. Mr. Low became more interested in private sector efforts to address Superfund and RCRA liabilities and established a subsidiary, TLI Systems, through which he could consult to private sector clients, eventually developing a cost allocation practice – and helping thousands of parties negotiate agreements on allocation in dozens of cases.  Mr. Low eventually served as president of TechLaw for five years from 2003-2008.

 

Mr. Low joined Project Performance Corporation in 2008 to direct its Energy, Environment and Climate Solutions Division. In this capacity, while continuing his work as an arbitrator, mediator and settlement counselor in Superfund matters, he led the Division’s energy efficiency and climate consulting practice, which included consulting to private sector clients on greenhouse gas emissions and energy efficiency measures as well as consulting to and running government programs on energy efficiency.
